POST-AGREEMENT JOINT INITIATIVES FOR TRAIN OPERATORS – LONDON UNDERGROUND (LUL/0004)

 

Further to my previous Circular (IR/385/17, 1st September 2017), and following further intensive talks at ACAS, the Company has now produced a document which outlines the proposed way forward in relation to the items of disagreement; weekend working, compressed working week (4 day, 36 hour), pro-rata working arrangements and career development.

 

The Lead Officer and negotiating team recommended acceptance of the proposal and to continue discussions as outlined in the document. This matter has been considered by the National Executive Committee which has noted the report and that while we remain in dispute, the negotiating team should attend ACAS and other dispute resolution meetings to reach a resolution in this dispute. I will keep Branches advised of all further developments.

 

TRANSFER LISTS, NIGHT TUBE TRAIN OPERATORS – LONDON UNDERGROUND (LUL/14/2)

 

At a recent meeting with the Company, the Lead Officer raised the issue of Night Tube Train Operators (TO23s) being denied transfer to Train Operator (TO21) positions in breach of the agreement previously reached with this Union.

 

Despite the assurances received, that the correct approach would be applied – to allow the transfer to take place – it seems that Night Tube Train Operators are still being unfairly denied transfers and are suffering a severe financial detriment as a result. The following resolution on this matter was also received from the Central Line West Branch:-

 

“This branch is concerned at the way LUL is interpreting the agreement to transfer NT Drivers to full time positions within the trains’ grade.

 

We recognise that many NT Drivers are keen to increase their salary from £23,000p.a. to £51,000p.a. and that being leapfrogged by other staff is a huge financial detriment.

 

We ask that the NEC declare a dispute with LUL over NT advancement and prepare a matrix to ballot NT Drivers on all lines for strike action and action short of strike”.

 

This matter has been considered by the National Executive Committee, which has taken the decision to advise the Company that a dispute situation now exists over this issue. The Company has been advised accordingly and I will keep Branches advised of all further developments.

 

RATES OF PAY & CONDITIONS OF SERVICE 2017 – TRANSPORT FOR LONDON (LUL/0001/TfL)

 

Further to my previous Circular (IR/368/17, 23rd August 2017), the Company was advised of our rejection of the offer and asked to respond formally to the 12 demands put to them during the negotiations. A further meeting took place but no further improvement to the offer or any non-pay items was tabled and the Company has now confirmed it is implementing the original final offer.

 

The National Executive Committee has noted the report from the Lead Officer and the disappointing and unacceptable behaviour of the company and taken the decision to seek the views of the Reps. In the meantime the matter is referred into the Southern Sub-Committee for further prompt examination and report. I will keep Branches advised of all further developments.

 

CHRISTMAS & NEW YEAR LEAVE AND PAYMENT ARRANGEMENTS 2017/18 – LUL (LUL/7/2)

 

The Company has confirmed that the above arrangements remain the same as last year. Operational staff rostered to work on Christmas Day will receive their normal salary and those who volunteer to work additional duties will receive double time. New Year’s Eve payment arrangements are in accordance with the relevant agreements.

 

The National Executive Committee has noted the correspondence on file and referred the matter into the Southern Sub-Committee for examination and report. I will keep Branches advised of all further developments.

 

CHRISTMAS & NEW YEAR LEAVE AND PAYMENT ARRANGEMENTS 2017/18 – CUBIC TRANSPORTATION SYSTEMS (LUL/7/2)

 

The Company has confirmed that the above arrangements are that the business will be closed from 25th December 2017 until Tuesday 2nd January 2018, with the exception of a skeleton staff to maintain services.
